I didn't test it on this condition ... but I believe yes, It can operate 24V motor just replace the 12v fan to a 24v fan ...

And more ... If you like .
Since the IRF3205 is a 55v rated MOSFET ...!!!
Since the IR2110 MOSFET driving IC is controlling both the high and low side of the H-bridge via there own rated voltages and up to 600V DC ...
Then you are free to go higher up to 55V MOSFET rated voltage, Regarding replacing the fan to match the operating voltage .

Sorry guys ... there is an error in the posted layout of the bottom board and 2 diode orientations ... discovered by vicpopo ... working on the layout now ... I'll update the first page with the correct one and what is done ... plus results from vicpopo which comes first .

edit : about the error ... sorry again and it's still under renewal and upgrading ... giving more solutions for double sided board MOSFET's removal ability ... adjusting some holes @ the bottom side ... would be better to all cases .
