Gear rumble effect 23

Is there any documentation to show how to use this? I am talking actuator movements.

When I change gear there it not enough sharp 'longitudinal' effect. I want more blip/shock

Is this what effect 23 is used for?

This effect worked. The effect becomes stronger as the gear is higher. So gear change 1 is weak, gear 2 change is stronger. 3 is even strong etc

Is there a way to make the effect equal throughout all the gears? Is this what linear washout or smooth washout are for?
