The second picture does not do anything, this is controlled by the software.

Ok, then you should get the diadics software or you send me the adapters for a check. Set back all the values.
Where are you from?

If you like I can send you two of the community cables with adapter for a test?
Or you simple buy at ebey the blue adapter ones that are in that cable set.

I am currently trying to setup and configure some FREX SCN5's. I have connected them via Devantech RS485 to USB adapters. I am able to communicate with the actuators through the SCN PC tool http://www.automation4less.com/servact1.htm and I am able to move and control both actuators.

I have enabled debug in X-sim, and it detects the 2 COM ports, but it still won't see the SCN5's and allow me to make any changes or do anything with them.

Is there an additional step I am missing?

As written above the devantech need some more attention. Stay in debug so long.
Seems to be some special timing setup. Try the ones in the first post.
insure the comport are not used in other dialogs of the software at the same time.

Ah Ok. Is there any other way to easily change the SCN5 DeviceID? Another piece of software? That is really what I am after.

As well you can try Serial Port Monitor by Eltima. I'm using Windows XP Pro and this soft is very helpfull with analizing any COMports data, moreover you can catch data in table, line, dump or terminal mode, each providing a different way to represent recorded serial data. It's not free soft but it has 14-days trial, so you could just compare what one soft is more usefull.
